Believe me, it's an adventure dealing with that community... controllers, retired controllers, pilots, airlines, they all want to be in control. And not subject to anyone else's control. Every new technology is assessed by every party not in terms of productivity as much as in terms of how [new tool] changes the existing balance of power.

Arguably, this lack of cooperation is a primary cause of the US air traffic system lagging the rest of the Western world... they're still using Univac 8100s with analog sweep displays for terminal area control, for instance. 1970s technologies...
