Arguably, this lack of cooperation is a primary cause of the US air traffic system lagging the rest of the Western world... they're still using Univac 8100s with analog sweep displays for terminal area control, for instance. 1970s technologies...
And here I thought it was because it was "mission-critical" technology that had to be functioning 24/7, without major glitches...and anything else would be Micro$haft-based. *weg*
